一、大赛背景 Background

中国作为全球第二大经济体，拥有庞大的市场和广阔的商机。目前中国“一带一路”建设已进入高质量发展阶段，需要更多、更全面的国际人才予以支持。并且，当前大部分来华留学生将创业作为扎根中国的长期规划和选择，来华留学生也成为大众创新万众创业的重要组成部分，很多优秀项目逐渐脱颖而出。

As world's second largest economy, China has a huge market with vast business opportunities. Contemporarily, the construction of “One belt & Road initiative” has achieved the phase of high quality development, thus China demands international talent support for future development. Moreover, foreign students consider doing businesses after graduation as their long-term goals and these international students is a big component in the mass entrepreneurship market, with many outstanding business projects.

为“一带一路”建设提供人才支撑，引聚在华留学生、海外人才创新创业，吸引外籍高层次人才扎根中国，孵化高潜力国国际化项目，提升中国的国际化创新能力，强化浙江省鼓励创新创业的良好形象，推动经济高质量发展，创业在中国暨来华留学生创业大赛定于2023年9月16日，在浙江杭州启动。

To provide talents support for the development of the "the Belt and Road Initiative ", attract foreign students and overseas talents to innovate and start businesses, attract high-level foreign talents to take root in China, incubate high potential international projects, improve China's international innovation capability, strengthen the image of Zhejiang Province in encouraging innovation and entrepreneurship, so to promote high-quality economic development, the 5th iHatoo Chinese Festival and Entrepreneurship in China/National Innovation & Entrepreneurship Forum for Foreign Students will be held on September 15th 2023 in Hangzhou Zhejiang.

二、大赛组织者 Organization

大赛设立组委会，负责大赛的组织实施，由主办单位和协办单位共同组成，统筹推进赛事组织协调、宣传推广和技术保障等大赛相关事项。拟邀请国内相关专家、企业家及行业领军人士组成大赛评审委员会，负责对参赛项目进行评审。

Competition committee will be formed by leading institution and assisting institutions to organize, promote the competition. We plan to invite relevant domestic experts, entrepreneurs, and industry leaders to form a competition evaluation committee, responsible for evaluating the participating projects.

三、大赛目标 Objective

1、大赛致力于帮助留学生将其创业梦想转化为成功的企业，大赛将提供一个跨文化交流平台，鼓励不同背景和国家的留学生合作和创新，提供创业指导、培训课程、办公空间、资金支持和导师服务，帮助留学生克服创业中的障碍，同时将重点支持社会、环境可持续发展的项目，鼓励留学生在创业中承担社会责任。

The competition is committed to helping international students transform their entrepreneurial plans into successful enterprises. It will provide a cross-cultural exchange platform, encourage cooperation and innovation among international students from different backgrounds and countries, provide entrepreneurial guidance, training courses, office space, financial support, and mentor services, help international students overcome obstacles in entrepreneurship, and focus on supporting projects that promote social and environmental sustainability, Encourage international students to take on social responsibility in entrepreneurship.

2、筛选3个高质量高潜力明星创业项目，助力项目国内落地，加大宣传，打造外籍留学生创业的样板。

Select three high-quality and high potential outstanding entrepreneurship projects to assist in domestic implementation, increase publicity, and create a model for foreign students' entrepreneurship.

3、配合大赛平行的沙龙论坛，普及外籍留学生创业相关专业知识（团队管理/市场营销/金融支持/法务等），提高外籍留学生创业专业水平。

Cooperate with the parallel salon forum during the competition to popularize professional knowledge related to entrepreneurship among foreign students (team management, marketing, financial support, legal affairs, etc.), and improve the professional level of entrepreneurship among foreign students.

Gathering globally experienced international students with wide vision, great vitality, and unlimited potentials, this forum will focus on Metaverse, AI modelling, new materials, biomedicine,  cross-border e-commerce, digital services, and other innovative fields. Through the initiative 'Attract talents through competition, select talents through competition, gather talents through competition', the forum ignites the passion of global entrepreneurship talent, continually promotes various work related to studying abroad in China, and unstoppably delivers talents for the one belt one road initiative.

The forum revolves around the global growth of innovative and entrepreneurial talent services for studying in China, creating a platform for technological innovation cooperation and exchange, as well as a growth platform for studying in China. Famous overseas student entrepreneurship incubators will promote high-quality entrepreneurship projects from international students, enhancing the creation of innovative forms of talent, project introduction, and global layout for studying in China in the new era.

4. Global response, capital assistance

The forum will adhere to the principle of "global response, capital assistance", and create a immersive and exchange platform for market interaction, talent display for innovation retention, and social capital participation. By taking the advantage of investors' sustainable resources and gathering multiple venture capital institutions, the forum provides a platform for information flow to deeply reach investors and investment institutions as well as an excellent opportunity for international students and entrepreneurs, in terms of financial support, establishing development path, achieving rapid project development, and improving financing efficiency and entrepreneurial success rate.

四、赛程 schedule

五、赛制 Rules

The competition process is strictly standardized, and the competition is open to the public. The judges present their scores on the spot, the final stage is notarized, and the results are promptly disclosed and announced to the public. In the final, if the scores of the participating projects are same, the on-site judges will decide the ranking order through voting on the spot, without the need for another roadshow and scoring.

（1） Preliminary competition

Eight competition areas will be established national wide, and each sub competition area will organize experts to conduct on-site evaluations of participating projects, selecting two of the best projects and advancing to the next stage of the finals.

Time：2023.10-2024.5

（2） Finals

The final will be held offline, and three award-winning projects will be selected based on the ranking of evaluation scores through on-site demonstrations, defense, and expert scoring. There will be one first prize, two second prizes, and three third prizes. The organizing committee of the competition will arrange accommodation and food for no more than 3 participants during the competition period. The accommodation and food expenses will be borne by the organizing committee of the competition, and no accommodation and food fees will be charged to the participants. Time: June 2024
